CONCERNING
CUSTOMS PROCEDURES ON THE ENTRY AND RELEASE OF YACHTS IN THE FRAMEWORK SAIL WAKATOBI-BELITONG 2011

To:

A. General

In accordance with Presidential Decree No. 9 of 2011 concerning the National Organizing Committee of Sail Wakatobi - Belitong 2011 where the Director General of Customs and Excise as Vice Chairman of the Port, Customs, Quarantine, and Immigration Section, it is necessary to publish a technical guide on customs procedures for the entry and release yachts in the framework of Sail Wakatobi-Belitong 2011 that Sail Wakatobi Belitong 2011 will be held in the Southeast Sulawesi Province and Bangka Belitung Islands Province.

B. Purpose and Objectives

1. To provide facilitation on service and supervision on yachts that follows the activities of Sail Wakatobi - Belitong 2011; and

2. As a technical guide on customs procedures on the entry and release yachts in the framework of Sail Wakatobi - Belitong 2011.

C. Scope

This Circular covers only customs procedures on the entry and release yachts in the framework of Sail Wakatobi - Belitong 2011.

E. Customs Procedures on the Entry And Release Yachts in the Framework of Sail Wakatobi-Belitong 2011

1. Implementation Technical Team

In the framework to implement facilitation of service and supervision on the yachts that take part in Sail Wakatobi - Belitong 2011 activities, the Director General established the Implementation Technical Team for Sail Wakatobi - Belitong 2011 that is led by Director of Customs Technical based on Decree of the Director General.

2. Port of Entry and Release

2.1. Sea ports are stipulated as ports of entry and also ports of release are:

2.2. In case of entry and release in other port than as intended in paragraph (1), yacht rally participants must report to the nearest Customs Office or Integrated Post of Sail Wakatobi-Belitong 2011 in the port of destination.

3. Temporary Import of Yachts

3.1. Category of Temporary Import of Yachts.

On the entry of yachts in the framework of Sail Wakatobi-Belitong 2011 granted temporary import permit with get exemption of import duty.

3.2. Application to obtain Temporary Import Permit

To obtain a temporary import permit, the Director General of Supervision and Control of Marine and Fisheries Resources (P2SDKP) Ministry of Marine and Fisheries as Chairman of the Organizing Committee of Sail Wakatobi - Belitong 2011 applies for a temporary import permit to the Director General of Customs and Excise.

Period of temporary import permit of yachts in the framework of Sail Wakatobi - Belitong 2011 provided for a period up to December 31, 2011.

4. Customs Obligation

4.1. Customs Documents

To simplify and speed of service, the Customs Office or Technical Implementation Team of Sail Wakatobi - Belitong 2011 prepare the necessary customs documents.

5. Basic Value for Calculation of Import Duty (NDPBM)

Basic Value for Calculation of Import Duty (NDPBM) contained in PIB and PEB documents in the framework of Sail Belitong-Wakatobi 2011 is set at Rp. 9000.00 per 1 U.S. Dollar.

6. Non-Tax State Levy (PNBP)

Payments of PNBP for every customs service in the framework of Sail Wakatobi - Belitong 2011 charged to the budget of the Directorate General of Supervision and Control of Marine and Fisheries Resources (P2SDKP) Ministry of Marine and Fisheries.

7. Sanctions

This is to be implemented with the full sense of responsibility
