a. that Decree of the Minister of Agriculture No. 471/Kpts/LB.720/8/2001 stipulated places of entry, transit, and release of quarantine animals pest carrier medias, and Decree of the Minister of Agriculture No. 469/Kpts/HK.310/8/2001 stipulated entry and release places of quarantine plant disturbance organism carrier medias;
b. that with the development of the type of quarantine animals pests and diseases, and to reduce risk of the entry and spread of quarantine animals pests and diseases, quarantine plant disturbance organisms, smooth of transportation, and trade, Decree of the Minister of Agriculture No. 471/Kpts/LB.720/8/2001 and Decree of the Minister of Agriculture No. 469/Kpts/HK.310/8/2001 are no longer appropriate;
c. that based on considerations above and to increase agriculture quarantine measures service and to follow up Article 34 and Article 79 paragraph (2) of Government Regulation No. 82/2000 concerning Animals Quarantine and Article 88 of Government Regulation No. 14/2002 concerning Plant Quarantine, it is necessary re-stipulate entry and release places of carrier media of pests and diseases of quarantine animals and quarantine plants disturbance organism;
In view of:

DECIDES:
To stipulate:
REGULATION OF THE MINISTER OF AGRICULTURE CONCERNING ENTRY AND RELEASE PLACES OF CARRIER MEDIA OF PESTS AND DISEASES OF QUARANTINE ANIMALS AND QUARANTINE PLANTS DISTRUBANCE ORGANISM.
Entry and Release Places of Carrier Media of Pests and Diseases of Quarantine Animals and Quarantine Plants Disturbance Organism, hereinafter called entry and release places as stated in Attachment that is an integral part of this Regulation.
(1) For the purpose of strategic technical, force majeure and/or under certain circumstances, it outside of entry and release place as intended in Article 1, can be stipulated as entry and release places that are incidental.
(2) Stipulation of entry and release places that are incidental as intended in paragraph (1) only for 1 (once) entry or release.
(3) The entry and release places that are incidental as intended in paragraph (1) are stipulated by Ministerial Decree by Head of Agriculture Quarantine Agency on behalf of the Minister of Agriculture.
The provisions concerning the criteria and procedures for the stipulation of entry and release places that are incidental as intended in Article 2 shall be regulated by a separate Regulation.
With the enactment of this Regulation, Decree of the Minister of Agriculture No. 471/Kpts/LB.720/8/2001 and Decree of the Minister of Agriculture No. 469/Kpts/HK.310/8/2001 shall be revoked and declared null and void.
This Regulation shall come into force on the date of promulgation.
For public cognizance, this Regulation of Minister of Agriculture shall be promulgated by placing it in the State Gazette of the Republic of Indonesia.
