a. that the Standard Indonesian Rubber is closely linked with the quality of Rubber Processing Materials.
b. that in the framework of fostering the industry in order to achieve a rise of productivity, efficiently and sound competition in the trading of Rubber Processing Materials and protection of the environment, health and security, it is necessary to regulate the quality control on a compulsory basis on Rubber Processing Materials.
c. so, it is necessary to issue Decree of the Minister of Industry and Trade.

(8) Presidential Decree No. 122/1998 concerning the Establishment of Development Reform Cabinet;
(9) Decree of the State Minister of Environmental Affairs No. 51/1995 concerning the Standard Quality of Liquid Waste for Industrial Activities;
(10) Decree of the Minister of Industry and Trade No. 108/MPP/KEP/5/1996 concerning Standardization, Certification, Accreditation and Control of the Quality of Products within the Ministry of Industry and Trade, as amended several times, the latest by Decree of the Minister of Industry and Trade No. 384/MPP/Kep/8/1999;
(11) Decree of the Minister of Industry and Trade No. 408/MPP/Kep/10/1997 concerning the Provisions on and Procedure for the Granting of a Corporate Business Registration (TDUP) and a Trade Business License (SIUP);
(12) Decree of the Ministry of Industry and Trade No. 444/MPP/Kep/9/98 in conjunction with No. 24/MPP/Kep/1/99 concerning the Organization and Work Procedures of the Ministry of Industry and Trade.
DECREE OF THE MINISTER OF INDUSTRY AND TRADE CONCERNING COMPULSORY QUALITY CONTROL OF SNI CRUMB RUBBER OF THE STANDARDS OF INDONESIAN RUBBER
(1) Rubber processing substance (BOKAR) which is traded must fulfill the requirement of SNI 06-2047-1998 and its revisions.
(2) BOKAR merchants shall be obligated to possess a Trade Business License (SIUP).
(1) A crumb rubber factory shall be obligated to use as its main raw materials BOKAR already fulfilling the requirement set for SNI 06-2047-1998.
(2) A crumb rubber factory shall be obligated to purchase BOKAR from BOKAR merchants fulfilling the provisions in Article 1 paragraph (1) and paragraph (2) of this decree.
(3) A crumb rubber factory shall be obligated to mention the requirements for the quality of BOKAR in its quality manual or other written guidelines.
(1) Control over the quality of BOKAR in a crumb rubber industry shall be undertaken by inspecting the system of quality and inspection of the quality of products through Certification of Products on the Use of SNI Mark or an inspection of a quality management system through the Certification of the System of Quality Management of ISO 9000 Series;
(2) The implementation of the inspection of the system of quality and inspection of the quality of BOKAR shall be undertaken by a testing laboratory already accredited or by an assessor from a Quality System Certification Institution pursuant to the prevailing provisions;
(3) The governor shall be responsible to coordinate the implementation of fostering of and control over the quality of BOKAR traded by BOKAR merchants in their respective areas.
(1) The cost arising from the implementation of an inspection of the quality system and an inspection of the quality of products in the framework of periodic control shall be borne by the crumb rubber factory;
(2) The cost arising from the implementation of the inspection of the system of quality and an inspection of the quality of products in the framework of control at any time by the government shall be borne by the budget of the Ministry of Industry and Trade and/or the budget of the Regional Administration.
(1) A crumb rubber factory which deliberately or otherwise purchases BOKAR from a BOKAR merchant not possessing an SIUP and/or using BOKAR which does not fulfill the SNI requirements shall be subjected to the imposition of a sanction of the revocation of the Certificate of Product for the Use of SNI Mark or the revocation of a Certificate of the Quality Management System of ISO 1900 Series by the issuing Quality System Certification Institution.
(2) BOKAR merchants deliberately or otherwise trading BOKAR which does not fulfill the SNI requirements shall be subject to the imposition of a sanction in the form of the revocation of the SIUP pursuant to the prevailing provisions.
This Decree shall take effect 1 (one) year as from the date of stipulation.
